When compared to 430 and 439, 409L stainless steel tube is slightly less resistant to corrosion due to its chromium content, but Its low nickel and high carbon content make it one of the most economical stainless steels available. So 409L is still a better option than mild carbon steel in terms of corrosion.
Neither type of stainless steel is 100% rust-proof. However, due to the chromium element (10.5%-11.7%) in 409L, with other alloying elements are added, 409L stainless steel tube is still more rust-resistant than Mild Steel.
